An Efficient and Practical Approach to License Plate Localization and Binarization

As the public transportation system is speedily developing, automatic detection of vehicles has become more and more practical in many applications during the past two decades. Nowadays, Intelligent Transportation Systems (ITS) are having a wide impact in people’s life as their scope is to improve transportation safety and mobility and to augment productivity through the use of advanced technologies. In recent years, license plate recognition (LPR) has become a core technology of security and traffic applications that range from traffic surveillance to parking lot access control to information management for monitoring purposes. LPR (License Plate Recognition) is an image-processing technology used to identify vehicles by their license plates. This technology is used in various security and traffic applications, such as the access-control system. Algorithms developed for LPR systems are generally composed of three significant stages: 1] localization of the license plate from an entire scene image; 2] segmentation of the characters on the plate; 3] recognition of each of the segmented characters. A simple and novel approach for preprocessing of the images, localization and extraction phase has been described in this paper followed by methods used to segment and recognize each of the character on the Indian license plate.
